Every year, several dozen countries across the continent \u2013 and, more recently, far beyond \u2013 compete in what is considered the world\u2019s most viewed non-sporting event.<\/p>\n<p>As a cultural institution that last year attracted around <a href=\"https:\/\/www.eurovision.com\/stories\/vital-statistics-eurovision-2025s-record-breaking-reach\/\">166 million viewers<\/a>, the results of <a href=\"https:\/\/theconversation.com\/topics\/eurovision-10106\">Eurovision<\/a> have a big impact \u2013 not least by deciding the venue of the following year\u2019s event. Yet the issue of bloc voting, where countries tend to vote more favourably within regional or cultural blocs, has <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0378873313000506\">long been a controversial aspect<\/a> of the contest.<\/p>\n<p>In 2008, the BBC\u2019s Eurovision commentator Terry Wogan <a href=\"https:\/\/www.theguardian.com\/news\/blog\/2008\/may\/25\/eurovisionpoporgeopolitics\">spoke out<\/a> against bloc voting by Eastern European countries, saying: \u201cYou have to say that this is no longer a music contest. I have to decide whether I want to do this again.\u201d He didn\u2019t \u2013 it was his final show in the commentary hotseat.<\/p>\n<p>On occasion, suspiciously friendly voting has strayed into something even more troubling. The 1968 contest, held at the Royal Albert Hall in London, saw a major upset when home favourite Congratulations, sung by Cliff Richard, was pipped by the Spanish entry La, La, La.<\/p>\n<p>Forty years later, Spanish Eurovision host Jose Maria Inigo <a href=\"https:\/\/www.thejournal.ie\/spain-eurovision-franco-1445549-May2014\/\">claimed<\/a> that the vote had been rigged at the behest of Spain\u2019s military dictator, Franco. His claims were later supported by an <a href=\"https:\/\/www.rte.ie\/radio\/doconone\/647648-documentary-podcast-general-franco-eurovision-cliff-richard\">Irish TV investigation<\/a>.<\/p>\n<p>The modern, expanded Eurovision features two semi-finals as well as the grand final, held this year in Vienna on May 16. Its scoring combines a jury panel with a public vote, reducing the impact of each jury. But that didn\u2019t stop another <a href=\"https:\/\/eurovisionworld.com\/esc\/here-is-the-proof-of-the-eurovision-voting-scandal-six-juries-cheated-and-voted-for-each-other\">major voting scandal emerging in 2022<\/a>.<\/p>\n<h2>The 2022 scandal<\/h2>\n<p>During the 2022 grand final in Turin, Italy, the European Broadcasting Union (EBU) <a href=\"https:\/\/escxtra.com\/2022\/05\/15\/ebu-six-national-juries-removed-eurovision-2022\/\">announced<\/a> that six juries\u2019 scores from the second semi-final \u2013 Azerbaijan, Georgia, Montenegro, Poland, Romania and San Marino \u2013 had been nullified after \u201ccertain irregular voting patterns were identified in the results of [these] countries\u201d.<\/p>\n<p>The countries\u2019 votes were replaced with an aggregate score \u201cbased on the results of other countries with similar voting records\u201d for both the semi-final and grand final. This process was acknowledged by Eurovision\u2019s Independent Voting Monitor.<\/p>\n<p>The <a href=\"https:\/\/www.sanmarinortv.sm\/news\/attualita-c4\/ebu-cambia-il-voto-di-san-marino-aveva-dato-12-punti-all-italia-a223598\">countries\u2019<\/a> <a href=\"https:\/\/rtcg.me\/magazin\/43eurosong\/363465\/navodno-neregularno-glasanje-nema-veze-sa-crnom-gorom.html\">broadcasters<\/a> strongly <a href=\"https:\/\/rtcg.me\/magazin\/43eurosong\/363465\/navodno-neregularno-glasanje-nema-veze-sa-crnom-gorom.html\">denied<\/a> any wrongdoing, with <a href=\"https:\/\/eurovoix.com\/2022\/05\/16\/georgia-statement-regarding-eurovision-2022-jury-voting\/\">Georgia<\/a> even suggesting their first-place vote in the final had been wrongly allocated as a result of the imposed system. Among online audiences, there was immediate speculation of a <a href=\"https:\/\/www.thepinknews.com\/2025\/05\/12\/eurovision-voting-scandal-contest-2025\/\">cover-up<\/a>. After the final, the EBU issued a <a href=\"https:\/\/eurovisionworld.com\/esc\/here-is-the-proof-of-the-eurovision-voting-scandal-six-juries-cheated-and-voted-for-each-other#:%7E:text=Statement%20from%20the%20EBU,Poland%2C%20Romania%2C%20San%20Marino.\">long explanation<\/a> for their decision.<\/p>\n<p>So had there really been collusion? Colleagues and I from the University of Stirling, including Riley Uttley, have re-assessed the 2022 voting scandal using applied statistical methods.<\/p>\n<p>Each five-member Eurovision jury selected their ten favourite songs, with 12 points going to their favourite, ten points for second, then eight down to one for their tenth-best song. A similar points system was used to reflect each country\u2019s public vote, doubling the total number of votes awarded by each country.<\/p>\n<p>The jury results prior to the EBU\u2019s intervention are shown below. The six juries whose scores were nullified \u2013 marked in red \u2013 awarded each other a total of 251 points. Such a low probability provides strong objective evidence that the six juries were indeed colluding.<\/p>\n<p>But applied statistics can precisely quantify the strength of this collusion \u2013 using a version of the <a href=\"https:\/\/www.jstor.org\/stable\/2334029\">Bradley-Terry (BT) method of paired comparisons<\/a>, first published in December 1952.<\/p>\n<h2>Calculating the strength of collusion<\/h2>\n<p>Say we have two songs, a and b, and want to know the probability that a is judged better than b. Using the BT method, this probability is: <\/p>\n<blockquote>\n<p>p(a) \/ p(a) + p(b) <\/p>\n<\/blockquote>\n<p>where p(a) and p(b) are the respective strengths of the two songs.<\/p>\n<p>This idea can be extended to the ranking of any number of songs.  If we observe, say, that a \u227b b \u227b c \u227b d \u227b e (that is, song a is the best, then b, down to e), the probability of this voting decision is:<\/p>\n<figure class=\"align-center zoomable\">\n            <a href=\"https:\/\/images.theconversation.com\/files\/735940\/original\/file-20260514-63-kwseew.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\"><img decoding=\"async\" alt=\"Plackett-Luce likelihood function\" src=\"https:\/\/images.theconversation.com\/files\/735940\/original\/file-20260514-63-kwseew.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\"><\/a><figcaption>\n              <span class=\"caption\"><\/span><\/p>\n<\/figcaption><\/figure>\n<p>This is known as a <a href=\"https:\/\/www.jstor.org\/stable\/2346567?origin=crossref&amp;seq=1\">Plackett-Luce<\/a> likelihood function. While calculating each value is difficult, we can use <a href=\"https:\/\/cran.r-project.org\/web\/packages\/hyper2\/index.html\">standard optimisation techniques<\/a> to maximise this probability, and thereby estimate the strengths of the songs.<\/p>\n<p>When it comes to identifying the strength of collusion in the 2022 contest, <a href=\"https:\/\/www.jstatsoft.org\/article\/view\/v109i08\">my own technique<\/a> known as <a href=\"https:\/\/journal.r-project.org\/articles\/RJ-2017-061\/\">reified Bradley-Terry<\/a> can be applied to this likelihood function.<\/p>\n<p>The unfair advantage of collusion is represented by adding an extra strength term to any competitor who benefitted from collusion. In the equation below, S represents the strength of the collusion effect, and is applied to song b. So, we replace every occurrence of p(b) with p(b)+S. Then, the probability of a \u227b b \u227b c \u227b d \u227b e is now:<\/p>\n<figure class=\"align-center zoomable\">\n            <a href=\"https:\/\/images.theconversation.com\/files\/735941\/original\/file-20260514-63-i0f4hy.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\"><img decoding=\"async\" alt=\"Reified Bradley-Terry method is used to estimate the degree of jury collusion (term S)\" src=\"https:\/\/images.theconversation.com\/files\/735941\/original\/file-20260514-63-i0f4hy.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\"><\/a><figcaption>\n              <span class=\"caption\"><\/span><\/p>\n<\/figcaption><\/figure>\n<p>The Eurovision 2022 semifinal had 18 songs and 21 juries, leading to a probability equation like the one above \u2013 but with a total of 220 terms. While this is a lot for a person to work with, it can be easily handled by the <a href=\"https:\/\/en.wikipedia.org\/wiki\/R_(programming_language)\">R programming language<\/a>, an open-source statistical tool designed to handle masses of data and produce graphics and visualisations.<\/p>\n<p>The removed juries all appeared to have very similar behaviour, so we represented the strength of the collusion of all six as a single number S, which we calculated to be 0.262. We then calculated the probability of S being as high, or higher, than this value on the assumption of no collusion.<\/p>\n<p>We calculated this probability to be one in 58,000. Put another way, if you have 2.5km of matchsticks laid out end-to-end and burn one, it\u2019s the probability of picking the burnt one. We can, therefore, confidently conclude that collusion did take place.<\/p>\n<figure><figcaption><span class=\"caption\">The 2026 voting system explained. Video: Eurovision Song Contest.<\/span><\/figcaption><\/figure>\n<h2>A final quirk<\/h2>\n<p>The 2022 Eurovision voting scandal had ramifications beyond the nullification of the six collusive scores. Jury voting for semi-finals was discontinued from 2023 until this year\u2019s contest. Perhaps perversely, this made the juries carry more weight in each grand final.<\/p>\n<p>With the semi-finals decided purely by public votes, which tend to be more dispersed and unpredictable, this meant the juries\u2019 more concentrated voting patterns played a more significant role in deciding the ultimate winner.<\/p>\n<p>Jury voting was <a href=\"https:\/\/en.wikipedia.org\/wiki\/Voting_at_the_Eurovision_Song_Contest#:%7E:text=The%20same%20as%20in%202018,and%20from%201967%20to%201969.\">reinstated for the semi-finals<\/a> of this year\u2019s contest.
