The <a href=\"https:\/\/www.judiciary.uk\/prevention-of-future-death-reports\/ruth-perry-prevention-of-future-deaths-report\/\">coroner\u2019s report<\/a> had concluded that Perry\u2019s death was \u201csuicide, contributed to by an Ofsted inspection\u201d.<\/p>\n<p>The parliamentary inquiry called for submissions of evidence about <a href=\"https:\/\/theconversation.com\/topics\/ofsted-8831\">Ofsted<\/a> from members of the public. Our <a href=\"https:\/\/doi.org\/10.1080\/02680939.2026.2622958\">recent research<\/a> has analysed the 233 published submissions, many of which were from teachers. One <a href=\"https:\/\/committees.parliament.uk\/work\/7761\/ofsteds-work-with-schools\/publications\/written-evidence\/?SearchTerm=OWS0118&amp;DateFrom=&amp;DateTo=&amp;SessionId=\">submission to the inquiry<\/a> included an impact statement by a headteacher written in 2022. It read: <\/p>\n<blockquote>\n<p>The manner in which the inspection was conducted and the lack of integrity from the Lead Inspector has meant that my family have had to support me through suicidal thoughts and through countless occasions of being in floods of tears as soon as I think back to that day. <\/p>\n<\/blockquote>\n<p>\u201cIt seems incredible that an issue like the conduct of school inspection should be a life-and-death matter, but so indeed it has become,\u201d the submission from her school stated.<\/p>\n<h2>Theory of suicide<\/h2>\n<p>Sociological theory helps us ask questions and seek radical answers about how societies function, including government policy such as the inspection of schools. <\/p>\n<p>Sociologist \u00c9mile Durkheim\u2019s <a href=\"https:\/\/books.google.co.uk\/books\/about\/Durkheim_s_Suicide.html?id=9KQO6dGY1cwC&amp;redir_esc=y\">theory of suicide<\/a> argues that suicide does not only happen because of mental illness, but that it also has a social context. Durkheim examined how the interaction of people and social control, as well as notions of shame, guilt, failing expectations and feeling trapped, might result in someone having suicidal thoughts and feelings.<\/p>\n<p>We found evidence of teachers <a href=\"https:\/\/committees.parliament.uk\/work\/7761\/ofsteds-work-with-schools\/publications\/written-evidence\/?SearchTerm=OWS0129&amp;DateFrom=&amp;DateTo=&amp;SessionId=\">feeling shame<\/a>. One submission mentioned \u201cthe enormous shame and distress that is felt by those leading and working within the school\u201d.<\/p>\n<p>Teachers also reported <a href=\"https:\/\/committees.parliament.uk\/work\/7761\/ofsteds-work-with-schools\/publications\/written-evidence\/?SearchTerm=OWS0006&amp;DateFrom=&amp;DateTo=&amp;SessionId=\">feeling trapped<\/a>:<\/p>\n<blockquote>\n<p>In my last inspection in November 2019, I lost half a stone in the three days (starting from the phone call) and lost my voice. My family suffered, there were arguments and I slept on the couch. The stress and pressure was all too much. As a school leader, I live in fear and I came into education because I love teaching but now I feel trapped. <\/p>\n<\/blockquote>\n<figure class=\"align-center \">\n            <img decoding=\"async\" alt=\"man sat alone in classroom\" src=\"https:\/\/images.theconversation.com\/files\/734045\/original\/file-20260505-71-tyhflj.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\"><figcaption>\n              <span class=\"caption\">The impact of Ofsted inspections on teacher wellbeing is well documented.<\/span><br \/>\n              <span class=\"attribution\"><a class=\"source\" href=\"https:\/\/www.shutterstock.com\/image-photo\/young-male-student-teacher-sitting-classroom-2255467485?trackingId=00f6e709-0107-49cf-95b3-d144fdbce3a7&amp;listId=searchResults\">Elnur\/Shutterstock<\/a><\/span><br \/>\n            <\/figcaption><\/figure>\n<p>The risk of a less than good inspection was <a href=\"https:\/\/committees.parliament.uk\/work\/7761\/ofsteds-work-with-schools\/publications\/written-evidence\/?SearchTerm=OWS0100&amp;DateFrom=&amp;DateTo=&amp;SessionId=\">\u201cpetrifying\u201d<\/a>. Having to be always ready for an inspection was <a href=\"https:\/\/committees.parliament.uk\/work\/7761\/ofsteds-work-with-schools\/publications\/written-evidence\/?SearchTerm=OWS0102&amp;DateFrom=&amp;DateTo=&amp;SessionId=\">\u201cintolerable\u201d<\/a>. The thought of letting colleagues down by making a mistake was <a href=\"https:\/\/committees.parliament.uk\/work\/7761\/ofsteds-work-with-schools\/publications\/written-evidence\/?SearchTerm=OWS0068&amp;DateFrom=&amp;DateTo=&amp;SessionId=\">\u201cunbearable\u201d<\/a>. <\/p>\n<p>Teachers wrote about <a href=\"https:\/\/committees.parliament.uk\/work\/7761\/ofsteds-work-with-schools\/publications\/written-evidence\/?SearchTerm=OWS0007&amp;DateFrom=&amp;DateTo=&amp;SessionId=\">ill health<\/a> because of Ofsted experiences. These accounts included vomiting, physical collapse, panic attacks, incontinence and suspected stroke with a temporary loss of speech. One wrote that they had a miscarriage the day after a deeply stressful Ofsted inspection. <\/p>\n<h2>The government and Ofsted\u2019s response<\/h2>\n<p>The <a href=\"https:\/\/committees.parliament.uk\/work\/7761\/ofsteds-work-with-schools\/news\/199622\/ofsted-and-government-must-rebuild-trust-and-make-major-changes-to-school-inspections-education-committee-says\/\">Education Committee\u2019s report<\/a> noted that the committee had heard that \u201cOfsted has lost trust and credibility among many in the teaching profession.\u201d<\/p>\n<p>However, a <a href=\"https:\/\/www.gov.uk\/government\/publications\/ofsted-big-listen-supporting-documents\/ofsteds-response-to-the-independent-learning-review-by-dame-christine-gilbert\">number of reports<\/a> on Ofsted\u2019s practice, including the <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/66ce24201aaf41b21139cf94\/Independent_learning_review_for_Ofsted_by_Dame_Christine_Gilbert.pdf\">independent learning review<\/a> commissioned by Ofsted, fail to acknowledge that teachers can have suicidal thoughts and feelings because of Ofsted. <\/p>\n<p>Ofsted\u2019s developments since the inquiry include <a href=\"https:\/\/theconversation.com\/ofsted-report-cards-are-a-superficial-change-the-inspectorate-needs-a-culture-shift-249037\">introducing report cards<\/a> for schools. Ofsted says this <a href=\"https:\/\/www.gov.uk\/government\/news\/ofsted-sets-out-proposals-for-fairer-education-inspections-and-new-more-detailed-report-cards\">is fairer<\/a>, but teachers say it creates more stress. An independent <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/68b8762fcc8356c3c882aa4c\/Independent_wellbeing_impact_assessment_of_the_revised_Ofsted_framework.pdf\">risk assessment<\/a> warns that \u201cthe revised framework does not reduce the pressure on leaders to achieve a desirable outcome. The consequence of not meeting the expected standards of the revised framework will remain high stakes in nature.\u201d <\/p>\n<p>Other developments include changes regarding <a href=\"https:\/\/www.gov.uk\/government\/news\/ofsted-announces-changes-to-inspections-of-local-authorities-childrens-services\">inspections of provision<\/a> for children in care and <a href=\"https:\/\/www.gov.uk\/government\/publications\/renewed-education-inspection-framework-supporting-evidence-base\">inspection frameworks<\/a> themselves. <\/p>\n<p>But we do not believe that these changes constitute the <a href=\"https:\/\/www.headteacher-update.com\/content\/opinion\/ofsted-is-not-reforming-it-is-rebranding\/\">\u201croot and branch\u201d<\/a> review of Ofsted previously called for by education leaders.<\/p>\n<p>Professor Julia Waters, Ruth Perry\u2019s sister, <a href=\"https:\/\/www.ntu.ac.uk\/about-us\/news\/news-articles\/2026\/02\/ofsted-inspection-mental-health\">has said that our study<\/a> \u201cpresents the evidence of the terrible human cost posed by Ofsted inspections, evidence that Ofsted and successive governments have still not fully grasped\u201d.<\/p>\n<p>Both Ofsted and the government should review how the inspectorate works.
