{"id":122,"date":"2026-04-15T11:54:50","date_gmt":"2026-04-15T11:54:50","guid":{"rendered":"https:\/\/redzine.co.uk\/index.php\/2026\/04\/15\/what-secret-report-reveals-about-impact-of-uk-nuclear-programme-on-veterans-who-claimed-they-were-harmed-by-the-fallout\/"},"modified":"2026-04-15T11:54:50","modified_gmt":"2026-04-15T11:54:50","slug":"what-secret-report-reveals-about-impact-of-uk-nuclear-programme-on-veterans-who-claimed-they-were-harmed-by-the-fallout","status":"publish","type":"post","link":"https:\/\/redzine.co.uk\/index.php\/2026\/04\/15\/what-secret-report-reveals-about-impact-of-uk-nuclear-programme-on-veterans-who-claimed-they-were-harmed-by-the-fallout\/","title":{"rendered":"What secret report reveals about impact of UK nuclear programme on veterans who claimed they were harmed by the fallout"},"content":{"rendered":"<p>\u201cThe Ministry of Defence has always maintained that it never rained,\u201d said Ken McGinley, founder of the British Nuclear Test Veterans Association (BNTVA). \u201cI\u2019m sorry, you\u2019re liars \u2026 I was there!\u201d<\/p>\n<p>McGinley, who was a royal engineer, <a href=\"https:\/\/www.bl.uk\/stories\/explore\/nuclear-test-veterans\/people\/ken-mcginley\">gave this interview<\/a> in January 2024, shortly before his death, as part of our O<a href=\"https:\/\/www.bl.uk\/stories\/explore\/nuclear-test-veterans\">ral History of British Nuclear Test Veterans<\/a> project.<\/p>\n<p>McGinley was present during the Grapple <a href=\"https:\/\/theconversation.com\/topics\/nuclear-tests-6525\">nuclear weapons test<\/a> series, conducted by the UK on the central Pacific island of Kiritimati (also known as Christmas Island) in the late 1950s. At the time, this remote atoll was inhabited by 250 villagers as well as thousands of British servicemen.<\/p>\n<p>For decades, many of those present during this and other above-ground British nuclear weapons tests have argued they were harmed by radioactive fallout. McGinley founded <a href=\"https:\/\/www.bntva.com\/what-we-do\">the BNTVA<\/a> in 1983 to \u201cgain recognition and restitution\u201d for the veterans who took part in British and American nuclear tests and clean-ups between 1952 and 1965.<\/p>\n<figure class=\"align-center zoomable\">\n            <a href=\"https:\/\/images.theconversation.com\/files\/728657\/original\/file-20260408-57-lrkgsw.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\"><img decoding=\"async\" alt=\"British royal engineers build a runway during construction of the British military base on Kiritimati.\" src=\"https:\/\/images.theconversation.com\/files\/728657\/original\/file-20260408-57-lrkgsw.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\"><\/a><figcaption>\n              <span class=\"caption\">British royal engineers build a runway during construction of the British military base on Kiritimati, November 1956.<\/span><br \/>\n              <span class=\"attribution\"><a class=\"source\" href=\"https:\/\/commons.wikimedia.org\/wiki\/File:Royal_Engineers_construct_the_airfield_runway_on_Christmas_Island.jpg\">Imperial War Museums via Wikimedia<\/a><\/span><br \/>\n            <\/figcaption><\/figure>\n<p>Rain became a key symbol in their argument as one of the only tangible signs of fallout taking place. The nuclear physicist <a href=\"https:\/\/www.theguardian.com\/science\/2005\/sep\/02\/obituaries.obituaries\">Sir Joseph Rotblat<\/a> described these alleged post-blast showers as \u201crainout\u201d, a phenomenon whereby rain and mushroom clouds interact, leading to the contamination of rain droplets by harmful radionuclides.<\/p>\n<p>In almost all cases, any link to subsequent health issues has been denied by the UK government because of <a href=\"https:\/\/www.judiciary.uk\/wp-content\/uploads\/JCO\/Documents\/Judgments\/ionising-radiation-appeals-20130507+.pdf\">lack of evidence of widespread radioactive contamination<\/a>. However, a <a href=\"https:\/\/whattheydontwantyoutoknow.substack.com\/p\/the-last-days-of-billy-morris-and\">review of the evidence<\/a> \u2013 written in 2014 by anonymous government scientists in response to freedom of information requests \u2013 was recently leaked by whistleblowers.<\/p>\n<p>It reveals that post-blast radiation readings increased by a factor of up to seven on the island, compared with the normal background level. In our view, this would be more than enough to satisfy the \u201creasonable doubt\u201d that tribunals require for veterans to receive a war pension due to illness or injury related to their service, as stated in the <a href=\"https:\/\/www.legislation.gov.uk\/uksi\/2006\/606\/article\/41\">Naval, Military and Air Forces (Disablement and Death) Services Pension Order<\/a>.<\/p>\n<p>The top secret review, first revealed publicly by the <a href=\"https:\/\/www.mirror.co.uk\/news\/uk-news\/nuked-blood-new-files-show-36868421\">Mirror newspaper<\/a> on March 14 2026, also contains new evidence of radioactive contamination of fish in the island\u2019s waters.<\/p>\n<p>The repeated dismissal of veterans\u2019 testimony in court cases and pension appeals <a href=\"https:\/\/www.cambridge.org\/core\/books\/injurious-law\/60BD3D9D2816D399C2E5BB861E6CB9AE\">caused stress and trauma<\/a> for many. The majority died insisting they were not deceitful or forgetful \u2013 and that it did indeed rain while they were living on Kiritimati.<\/p>\n<h2>\u2018Factually inaccurate\u2019<\/h2>\n<p>Kiritimati was monitored for fallout by the Ministry of Defence (MoD) after each detonation over the island \u2013 the largest of which, <a href=\"https:\/\/www.atomicarchive.com\/media\/photographs\/testing\/uk\/grapple-y-1.html\">Grapple Y<\/a>, was 200 times more powerful than the bomb dropped on Hiroshima.<\/p>\n<p>In 1993, environmental monitoring data was collated into a report by a team at the MoD\u2019s Atomic Weapons Establishment (AWE). Known as <a href=\"https:\/\/discovery.nationalarchives.gov.uk\/details\/r\/ZSG9L\">the Clare report<\/a>, this informed the UK\u2019s official position on fallout: namely, that none occurred over populated areas and that veterans would need to prove otherwise to secure redress.<\/p>\n<p>However, the <a href=\"https:\/\/whattheydontwantyoutoknow.substack.com\/p\/the-last-days-of-billy-morris-and?r=nsm92&amp;utm_campaign=post&amp;utm_medium=web&amp;triedRedirect=true\">2014 review of fallout data<\/a> concluded the Clare report was \u201cincomplete and, in some cases, factually inaccurate\u201d.<\/p>\n<p>Despite this review being passed on to the MoD, however, it was kept secret for more than a decade. Following its release, the legal implications could be gamechanging. According to the 2014 review: \u201cThe instrument readings could potentially be used to challenge the validity of statements made by MoD and UK government regarding \u2026 fallout on Christmas Island.\u201d<\/p>\n<hr>\n<p>\n  <em><br \/>\n    <strong><br \/>\n      Read more:<br \/>\n      <a href=\"https:\/\/theconversation.com\/our-nuclear-childhood-the-sisters-who-witnessed-h-bomb-tests-on-their-pacific-island-and-are-still-coming-to-terms-with-the-fallout-239780\">\u2018Our nuclear childhood\u2019: the sisters who witnessed H-bomb tests on their Pacific island and are still coming to terms with the fallout<\/a><br \/>\n    <\/strong><br \/>\n  <\/em>\n<\/p>\n<hr>\n<p>In a <a href=\"https:\/\/hansard.parliament.uk\/commons\/2026-03-25\/debates\/1ECA2876-46A8-45B0-BEA2-73EFA4483775\/NuclearTestVeterans#contribution-23E0AD85-3D99-4F5D-8800-BF7E0BBDF391\">recent House of Commons debate<\/a> on the issue, the UK minister for veterans and people, Louise Sandher-Jones, confirmed her commitment \u201cto the nuclear test veterans and their fight for transparency \u2026 They have had a very long fight, and I really recognise how difficult it has been for them, and I want them to understand that I am committed to them.\u201d <\/p>\n<figure><figcaption><span class=\"caption\">Video: BFBS Forces News.<\/span><\/figcaption><\/figure>\n<h2>What Merlin reveals<\/h2>\n<p>Behind the scenes, the release of newly declassified archival material in the publicly accessible <a href=\"https:\/\/www.nationalarchives.gov.uk\/help-with-your-research\/research-guides\/records-of-veterans-of-nuclear-testing-the-contents-of-the-merlin-database\/\">Merlin database<\/a> has added to calls for government accountability about the nuclear tests.<\/p>\n<p>Compiled by the treasury solicitor during a class action against the MoD between 2009 and 2012, the database was stored at AWE until the journalist and author Susie Boniface discovered it held information about the <a href=\"https:\/\/www.gov.uk\/government\/collections\/atomic-weapons-establishment-awe-records-relating-to-nuclear-test-veterans\">medical monitoring of servicemen and Indigenous people<\/a>. Her work led to its release in 2025.<\/p>\n<p>Holding over 28,000 files, Merlin was commissioned by the MoD in response to the <a href=\"https:\/\/www.theguardian.com\/uk\/2009\/jan\/21\/south-pacific-nuclear-veterans-sue\">compensation claims made by almost 1,000 veterans<\/a> from 2009. Its contents include official reports and communications, photographs, maps, safety guidelines and health monitoring information. Video footage includes <a href=\"https:\/\/discovery.nationalarchives.gov.uk\/details\/r\/ZSSMK\">the Grapple X test<\/a> in November 1957.<\/p>\n<figure><figcaption><span class=\"caption\">Video: atomcentral.<\/span><\/figcaption><\/figure>\n<p>A <a href=\"https:\/\/news.liverpool.ac.uk\/2026\/03\/20\/liverpool-students-help-uncover-critical-evidence-in-nuclear-veterans-fight-for-justice\/\">University of Liverpool team<\/a> based in <a href=\"https:\/\/centreforpeoplesjustice.org\/\">The Centre for People\u2019s Justice<\/a> and the Department of History is working with Boniface and campaign group Labrats International to catalogue and analyse the contents of Merlin \u2013 combining it with other sources, including personal testimony. <a href=\"https:\/\/www.nationalarchives.gov.uk\/help-with-your-research\/research-guides\/records-of-veterans-of-nuclear-testing-the-contents-of-the-merlin-database\/\">Recently released files<\/a> indicate nuclear fallout in the island\u2019s ground sediment and rainwater, and <a href=\"https:\/\/discovery.nationalarchives.gov.uk\/details\/r\/ZSRCN\">heightened radioactivity in its clams<\/a>. <\/p>\n<p>Evidence has also emerged of radioactive waste being dropped from aeroplanes into the sea off Queensland in 1958 and 1959. Although dumping radioactive waste was <a href=\"https:\/\/www.independent.co.uk\/news\/ministers-admit-nuclear-waste-was-dumped-in-sea-1248343.html\">surprisingly common during the cold war<\/a>, this revelation raises questions about how risk and danger was understood and managed during Britain\u2019s nuclear test programme.<\/p>\n<p>The files also show workers without protective clothing around a plutonium pit at Maralinga in South Australia, site of seven British atmospheric nuclear tests in 1956-57.<\/p>\n<figure class=\"align-center zoomable\">\n            <a href=\"https:\/\/images.theconversation.com\/files\/728649\/original\/file-20260408-57-8qvgud.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\"><img decoding=\"async\" alt=\"Official notes reporting atomic waste dumping off the Queensland coast of Australia.\" src=\"https:\/\/images.theconversation.com\/files\/728649\/original\/file-20260408-57-8qvgud.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\"><\/a><figcaption>\n              <span class=\"caption\">Previously classified reports of atomic waste dumping off the Queensland coast of Australia.<\/span><br \/>\n              <span class=\"attribution\"><a class=\"source\" href=\"https:\/\/www.nationalarchives.gov.uk\/help-with-your-research\/research-guides\/records-of-veterans-of-nuclear-testing-the-contents-of-the-merlin-database\/\">The National Archives (Merlin files)<\/a><\/span><br \/>\n            <\/figcaption><\/figure>\n<p>The Merlin releases have galvanised claims that not so long ago may have been interpreted as conjecture.
